The percentage of Veterans who do not have Internet access, according to a recent report by the RAND Corporation -- Resources and Capabilities of the Department of Veterans Affairs to Provide Timely and Accessible Care to Veterans. This population -- which skews older -- cannot take advantage of VA digital services such as the My HealtheVet portal or VA Telehealth. However, the report points out, " As younger Veterans age, Internet access and technological skill are likely to grow more common among Veterans, thereby increasing the acceptability and accessibility of digital health care services."

Results from a study published in the February 2016 issue of Military Medicine -- Veterans' Preferences for Receiving Information About VA Services: Is Getting the Information You Want Related to Increased Health Care Utilization? -- indicate that "veterans prefer to receive information from VA publications and the web, whereas they actually receive information from VA publications and other veterans."
