Victoria Barron
Victoria Barron is a project manager and grant/contract specialist with more than more than twenty years of budget analysis and administration, policy development, implementation and evaluation, and non-profit expertise.
She started her career in state government as budget and policy analyst handling a diverse portfolio of agencies ranging from $980K – over $1B per fiscal year. She created operating budgets using the following techniques: zero-based, incremental, performance management based, and activity based; as well as PAYGO and capital budgets.
After leaving state government, Ms. Barron consulted for big 4 firms on engagements at federal, state and local government agencies, higher education institutions and non-profits where she redesigned the commitment and obligation of grant funds process; restructured the grant close-out process, enhanced recovery of funds from grantees, streamlined business processing by composing narratives depicting the step-by-step processes, created flowcharts as a pictorial representation of the business process, conducted gap analysis to identify deficiencies and conducted a benchmark review of financial management practices of Triple A rated city, county and state governments to guide revisions of major government clients’ financial practices and enhance bond ratings.
Ms. Barron parlayed her budgeting knowledge and consulting skills into grant and contract management. She has a deep understanding of the cradle to grave process of all phases from pre-award to post-award close out and audit. She has managed awards under the FAR, DFARS, Uniform Guidance, NIH Grants Policy Statements, NSF, NOAA, major non-profits’ rules and private entities’ restrictions. Her largest portfolio was 60+ awards with contract values ranging $1,400 - $270M per year, spanning a multitude of contract types. A particular highlight was being the lead administrator on an NIH signature project, The Cancer Genome Atlas (TCGA), a presidentially recognized research endeavor, where she trained new TCGA staff, led status meetings, developed program metrics for reporting to the US Congress, engaged new sites for program participation and mentored participating sites, which lead to receiving a performance award.
Currently, she is a program manager at a large non-profit that specializes in medical research and the translation of research breakthroughs from the laboratory into interventions that improve the life and health of military personnel.
She holds a Master of Public Administration from the University of Georgia and a Master Certificate in NonProfit Management from the University of Maryland, Baltimore County.
When she is not at work, Ms. Barron volunteers for numerous philanthropies, sits on the board of various non-profits and enjoys spending time on her boat.
