Since 1994, the VA has been partnering with local community service agencies to provide a "continuum of care" for homeless Veterans. This program -- Project CHALENG (Community Homelessness Assessment, Local Education and Networking Groups) -- is currently conducting its 2013 survey on Veteran homelessness. Veterans, VA staff and "Community Partners" are encouraged to participate.
